The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

The regularly scheduled Board of Commissioners (BOC) meeting began at 1:00 p.m. on Tuesday, September 03, 2019 in the Littleton Water and Light (LWL) conference room. Present were Commissioner Peter Cooper, Commissioner Schuyler Sweet, Commissioner Ralph Ross, and Superintendent Thomas Considine.
MINUTES REVIEW:
The minutes of the August 19, 2019 regularly scheduled Commissioners meeting were reviewed. Commissioner Sweet made a motion to accept the minutes as presented, seconded by Commissioner Ross.
The vote was in favor of the motion 3-0-0.
SUPERINTENDENT/ GENERAL MANAGERS REPORT:
1. The NH Division of Historical Resources ruled that the dam on the South Branch of the Gale River will not be added to the historical register as it did not meet the established criterion. The US Forest Service is yet to weigh in on the project though now that the historical ruling hurdle is cleared the expectation is that construction will commence in the fall of 2020. A design kickoff meeting is scheduled for September 13, 2019 to gather input for all parties involved in this project.
2. NHDES Drinking Water notified LWL by letter on August 9, 2019 that the water main transmission relocation project in Bethlehem Hollow will not be funded through the Drinking Water State Revolving Loan Fund for 2019-2020. LWL will submit a funding request through the Drinking Water Trust Fund. Even though the project was recommended by NHDES in the 2016 sanitary survey expectations are low that LWL will be selected for funding.
3. A residential net/cogeneration metering system on the Old Waterford Road was recently placed in-service and interconnected to the LWL overhead system. With the activation of this 7.6 kW solar array LWL has more than 72 kW of renewable energy interconnected to the overhead distribution system. This system brings LWL total net metering connected load to about 27% of its allowable capacity.
GENERAL/ OTHER BUSINESS:
1. The BOC was advised that LWL personnel recently completed the LED Street Light Conversion project. The project involved replacing more than 370 High Pressure Sodium (HPS) fixtures with the more efficient Light Emitting Diode (LED). LWL was able to secure partial grant funding through the NH Saves Lighting Incentive program paid through the Regional Greenhouse Gas Initiatives (RGGI) program.
Following some discussion the BOC agreed that a decision on how the final project expenses will be reconciled would wait until the grant is received and the final (net) costs are determined.
2. The BOC reviewed the recently approved standards of the NHDES Maximum Contaminant Levels (MCLs) for four (4) chemicals, called polyfluoroalkyl substances or PFAS. The new standard goes into effect September 30, 2019 and will require drinking water systems to collect four (4) consecutive quarterly samples, and analyze the samples for the listed PFAS chemicals. LWL will most likely begin sampling in November 2019.

The vote was in favor of the motion 3-0-0.
