The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

The regularly scheduled Board of Commissioners (BOC) meeting began at 1:00 p.m. in the Littleton Water and Light (LWL) conference room. Present were Commissioner Eddy Moore, Commissioner Perry Goodell, Commissioner Ralph Ross, Financial Director Cheryl Wilkins, Administrative Assistant Sharon Hampson and Superintendent Thomas Considine.
MINUTES REVIEW:
The minutes of the October 17, 2016 regularly scheduled Commissioners meeting were reviewed. Commissioner Ross made a motion to accept the minutes as presented, seconded by Commissioner Goodell.
The vote was in favor of the motion 3-0-0.
CUSTOMER & PUBLIC CONCERNS:
Mr. Considine stated that he was asked by a local landlord to review the account activation fee and felt that it was excessive at $55.00 for the work being requested.
Mrs. Kenney discussed the process that a typical landlord would follow and that unless the landlord wanted to take the meter reading from the previous read it requires the meter technician to go to the location.
Commissioner Goodell asked how many complaints were received. Mrs. Kenney stated that it was basically one landlord.
Following some additional discussion with Mrs. Kenney the BOC agreed that there was no action warranted at this time and that the activation fee(s) were to remain at $55.00 when a technician is required. They also agreed to revisit this discussion if more complaints were received in the future.
FINANCIAL DIRECTORS REPORT:
1. Mrs. Wilkins stated there is a 5.3% increase for 2017 health insurance. The HealthTrust medical overall average rate change for all Member Groups with a renewal for January 2017 is 8.6%. There are no changes for dental, short-term disability, long-term disability, and life insurance. The Open Enrollment Notice and required summary of benefits and coverage packets were distributed today.
2. The Primex worker’s compensation contribution for 2017 has decreased by 0.8%. The Primex Property and Liability contribution for 2017 has increased by 3.4%.
SUPERINTENDENT/ GENERAL MANAGERS REPORT:
1. Mr. Considine reviewed a proposed project with the BOC with regard to a future water distribution upgrade that would cross under the Ammonoosuc River near Person’s Concrete to Old Whitefield Road. That would provide LWL a loop feed on the northwesterly end of the distribution system that would improve water quality and service reliability.
2. Harbor Freight is going in to Brooks Plaza on Meadow Street. Commissioner Ross asked if the building is sprinkled. Mr. Considine said it has a 6” line coming in off of Meadow Street. There is one water meter now for that building.
3. Commissioner Moore asked why LWL crews were digging near the Beal House on West Main. Mr. Considine stated that there was a service line leak that was responsible for the leaking water and the decision was made to replace the fire hydrant that was in close proximity to the excavation site.
4. Commissioner Ross asked if Mann’s Hill was back on. Mr. Considine said the schedule tank repairs were accomplished and that the tank was placed back in service the following day.
GENERAL/ OTHER BUSINESS:
A water abatement request was submitted by the residence at 154 Cottage Street for water used to fill their pool. According to the letter received it is unclear if the leak in the pool was even fixed. The BOC did not grant the requested abatement as it did not meet the criterion typically used to evaluate these situations and the pool is not a necessity.

Commissioner Ross.
The vote was in favor of the motion 3-0-0.
