The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

The regularly scheduled Board of Commissioners (BOC) meeting began at 1:00 p.m. on Monday, October 17, 2016 in the Littleton Water and Light (LWL) conference room. Present were Commissioner Eddy Moore, Commissioner Perry Goodell, Commissioner Ralph Ross, Financial Director Cheryl Wilkins and Superintendent Thomas Considine.
MINUTES REVIEW:
The minutes of the October 3, 2016 regularly scheduled Commissioners meeting were reviewed. Commissioner Goodell made a motion to accept the minutes as presented, seconded by Commissioner Ross.
The vote was in favor of the motion 3-0-0.
FINANCIAL DIRECTORS REPORT:
Mrs. Wilkins reviewed the financial statements for the month ended August 2016 with the Commissioners. Several discrepancies as compared to budget were discussed and explained by Mrs. Wilkins.
Mrs. Wilkins discussed the current processing fees that are associated with offering a credit card payment option. The LWL credit processing costs were significantly reduced (monthly saving of about $1,200) as a direct result of switching to a National Information System Cooperative (NISC is LWL utility billing software developer) partner.
Superintendent Considine stated that recent upgrades made to the LWL network firewall equipment by SNS should bring LWL closer to full compliance with current Payment Card Industry Data Security Standard (PCI DSS). These are sets “of security standards designed to ensure that ALL companies that accept, process, store or transmit credit card information maintain a secure environment.” The final stage in attaining a more secure credit card environment will be the implementation of the credit/debit card microchip readers. The implementation of the chip reading equipment is based on the volume of the monthly revenues collected and processed by credit/debit card, as LWL is ranked low by comparison; our transition to a chip reading software has a low implementation priority set by NISC.
SUPERINTENDENT/ GENERAL MANAGERS REPORT:
1. Mann’s Hill tank was disconnected from the water system this morning for needed repairs following its five (5) year inspection. The tank was placed in service in 1994 to provide water supply to the elevated Whitcomb Woods development. The cathodic protection system will be replaced and a deteriorated section of the outer tank will be reinforced. It is expected that the tank will be placed back in service on Tuesday (10/18/2016) following repairs and the tank filled by Wednesday night.
2. The LWL is planning to work on Poulson Point Road to relocate a section of primary overhead electric line due to encroachment by a structure. Apparently the home owner’s new utility shed is within the established public safety clearance of ten (10) feet of the 7,200 line. The home owner has verbally agreed to relocate this section of line to satisfy the appropriate section of the electrical code.
Commissioner Moore asked if the home owners had the correct building permit(s) issued by the Town of Littleton. Superintendent Considine stated that he did not know.
GENERAL/ OTHER BUSINESS:
Superintendent Considine stated that the tree trimming budget will be over budget due to traffic control expenses incurred with working of NH Route 135. He would like to retain the trimmer awhile longer to catch up on other work that lagged as a result of the North Littleton Road work.
Commissioner Goodell asked if the telephone company participated in line trimming.
Superintendent Considine stated that their past practice was to participate in the initial line clearing though their lines are less affected by the trees and they have not participated in maintenance trimming.
Commissioner Moore reviewed several proposed projects that are being reviewed by Littleton Planning and Zoning boards.
Superintendent Considine stated that directional drilling is being required especially across state highways due to being less evasive as opposed to an open face trench cut. Directional drill minimizes impact to traffic flow and highway surface. LWL typically specifies MJ ductile iron for all water main pipes in the ROW, HDPE is the material of choice for most directional drilling operations. LWL is in the process of developing construction standard for the use of HDPE in the distribution system.
