The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

The regularly scheduled Board of Commissioners (BOC) meeting began at 1:00 p.m. on September 6, 2016 in the Littleton Water and Light (LWL) conference room. Present were Commissioner Eddy Moore, Commissioner Perry Goodell, Commissioner Ralph Ross, Financial Director Cheryl Wilkins and Superintendent Thomas Considine.
MINUTES REVIEW:
The minutes of the August 15, 2016 regularly scheduled Commissioners meeting were reviewed. Commissioner Goodell made a motion to accept the minutes as presented, seconded by Commissioner Ross.
The vote was in favor of the motion 3-0-0.
SUPERINTENDENT/ GENERAL MANAGERS REPORT:
1. Two (2) of the August 2016 routine water samples collected tested positive for the present of total chloroform bacteria contamination. Total chloroform bacteria, though not harmful, can be an indicator for the presence of a more harmful family of bacteria such as E. coli and other viruses. The presents of total chloroform bacteria typically relates to a change in water quality as a result of a system changes combined with other catalysts for bacteria growth and warm water.
Repeat water samples were ordered by the NHDES (NHDES letter dated August 29, 2016) and collected by LWL on Thursday, September 1, 2016. The repeat samples came back absent of the total chloroform bacteria. In addition LWL was mandated to conduct a Level 1 water operator’s assessment in accordance with the Revised Total Chloroform Rule of 2015. The goal of the assessment is for the water system operator(s) to review key water system operations and sampling techniques that may have contributed to the presence of the total chloroforms. As of September 2, 2016 no water system violations with regard to water quality are pending that LWL are aware of and the systems routine water samples will be collected this week.
2. A repeat sample was collected from room 117 at the Lakeway Elementary School. The previous monitoring sample taken at this location showed an elevated lead and copper contamination level above the allowable action limits. The results of the repeat sample show that both the lead and copper contamination levels are below their respective action limits. The SAU Superintendent was notified of the results.
GENERAL/ OTHER BUSINESS:
1. Mrs. Wilkins discussed the Primex Property & Liability programs Contribution Assurance Program (CAP) agreement with the BOC. The CAP program offers member participants the opportunity to lock insurance rates for up to two (2) years at a rate not to exceed nine (9) percent. This is a similar type program that NH PLT use to offer and LWL typically locked in for budgetary purposes.
Superintendent Considine stated that he will request that Primex invoiced LWL so that it coincides with our budgetary year (Jan-Dec) and not the town/school cycle (July-June).
Following some additional general discussion relative to the Primex CAP program Commissioner Ross made a motion that LWL participate in the Primex CAP program for 2017-2019, seconded by Commissioner Moore.
The vote was in favor of the motion 3-0-0.
2. The BOC reviewed a quote to repair the Mann’s Hill water tank submitted by Statewide Aqua Store Inc. in the amount of $9,399.
Superintendent Considine stated that the quote is to replace the cathodic protect system (22 magnesium anodes) and repair a damage tank panel that is causing some water to seep through the tank wall. This tank was built to pressurize and supply drinking water to the Whitcomb Woods development in the early 1990s. In order to complete the intended repairs the tank needs to be emptied and opened. LWL will have to employ some type of potable tank system to maintain adequate pressure to this zone.
Commissioner Goodell made a motion to authorize repairs to the Mann’s Hill tank in accordance “Option B” of the Statewide Aqua Store quote dated August 16, 2016, in the amount of $9,399.00 seconded by Commissioner Ross.
The vote was in favor of the motion 3-0-0.
3. Superintendent Considine informed the BOC that Mr. Richard Herrington submitted his retirement paperwork and his last day of work will be September 30, 2016. The BOC agreed that a retirement gift and some type of luncheon are warranted as Richard has been part of the management team since August 2000.
4. LWL bucket truck 713 was involved in a motor vehicle accident on August 31, 2016. Truck 713 driven by Daniel Furtek (Eugene Lynch passenger) was proceeding down Lafayette Avenue toward the LWL garage and was broadsided by a pickup truck backing out of Millwork. No personal injury was sustained by the parties involved and the pickup truck operator admitted fault. Damage to the right side tool compartment is minimal and repair estimate is about $2,700. LPD was called to the accident and recorded the incident and a claim with Primex was initiated.
