The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

The regularly scheduled Board of Commissioners (BOC) meeting began at 1:00 p.m. on August 15, 2016 in the Littleton Water and Light (LWL) conference room. Present were Commissioner Eddy Moore, Commissioner Perry Goodell, Commissioner Ralph Ross, Financial Director Cheryl Wilkins and Superintendent Thomas Considine.
MINUTES REVIEW:
The minutes of the August 1, 2016 regularly scheduled Commissioners meeting were reviewed. Commissioner Ross made a motion to accept the minutes as presented, seconded by Commissioner Goodell.
The vote was in favor of the motion 3-0-0.
FINANCIAL DIRECTORS REPORT:
1. Mrs. Wilkins reviewed the financial statements for the month ended June 2016 with the Commissioners. Several discrepancies as compared to budget were discussed and explained by Mrs. Wilkins.
2. The renewal of LWL’s Employee Assistance Program (EAP) was reviewed and discussed with the BOC. The EAP is managed by the Center for New Beginnings in Littleton and provides local counseling and therapy service to LWL employees on a confidential as needed basis. Each LWL employees can use up to three (3) counsel session per year at no charge; the cost to renew this service is $80 per year per employee or $3,600 for a three (3) year contract.
The BOC was in agreement to renew the EAP program with the Center for New Beginnings.
3. Mascoma Savings Bank has asked LWL to consider moving funds from the current money market account into an Insured Cash Sweep (ICS) to increase (interest rates up to 0.5% annually) earning potential. Currently LWL has one account (water investment) with Mascoma Savings Bank that is earning about 0.1 percent annually in a money market guarantee without a sweep option; Mascoma recommends that LWL transfer the available fund into ICS product that will sweep the funds out daily which will earn a higher interest yield on our investment. LWL would still retain full access to the funds when needed with minimal notice given prior to a withdrawal.
SUPERINTENDENT/ GENERAL MANAGERS REPORT:
1. An abatement request submitted by Hagans Manufactured Housing for their Hilltop Manor property was reviewed and discussed with the BOC. Superintendent Considine recommends that abatement request be granted as they actively pursued repairs of their water lines as the leak did not surface complicating repair efforts.
The BOC agreed and had no objection to granting the abatement as requested less treatment costs.
2. The BOC were shown a series of power point slides that depicted the potential impact a passive solar array would have on LWL from a load perspective.
The BOC requested that the financial cost be estimated to determine the full impact to the department so that solar could be analyzed.
GENERAL/ OTHER BUSINESS:
1. The BOC discussed the pending power supply procurement and whether or not the hedge limits need to be adjusted. Several power point slides were reviewed and discussed and the BOC agreed that the hedge maxima’s should be lowered to more closely reflect the drop in LWL load and sales.
The BOC agreed to set the maxima hedge limits as follows: January – April and October – December the limits would be lowered from about three (3) to ten (10) percent and in the shoulder months of May – September be lowered from ten (10) to fifteen (15) percent.
Superintendent Considine stated that these hedge limits could be adjusted and would technically only affect the pending 2017 power supply purchase that is scheduled for this fall. Typically a three (3) year contract is attained though a four (4) year power supply contract is being solicited. Power purchases typically taper down between year one (1) and the later years to maximize market potential for savings resulting from pricing fluctuation. If the new limits are too low they can be raised prior to the next power supply procurement in 2017.
2. LWL passed its compliance round of testing for lead and copper. The BOC reviewed the results of the recently completed compliance samples in accordance with the Lead and Copper Rule. Twenty (20) water samples were collected from residential homes throughout the system and analyzed for lead and copper contamination. With the exception of one (1) each location sampled was below the Maximum Contaminate Level (MCL).

The vote was in favor of the motion 3-0-0.
