The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

The regularly scheduled Board of Commissioners (BOC) meeting began at 1:00 p.m. on Monday, February 1, 2016 in the Littleton Water and Light Department (LWL) conference room. Present were Commissioner Ralph Ross, Commissioner Eddy Moore, Commissioner Perry Goodell, Financial Director Cheryl Wilkins and Superintendent Thomas Considine.
MINUTES REVIEW:
The minutes of the January 19, 2016 regularly scheduled Commissioners meeting were reviewed. Commissioner Goodell made a motion to accept the minutes as presented, seconded by Commissioner Moore.
The vote was in favor of the motion 3-0-0.
SUPERINTENDENT/ GENERAL MANAGERS REPORT:
1. The BOC was advised that the Department’s proposed LED Street light replacement project did not qualify for grant funding under the Regional Greenhouse Gas Initiative (RGGI) incentive program. According to the RGGI core program managers for this area (Eversource) the expected benefits cost review and the incremental cost saving by switching from an HPS street light to a LED street light was inadequate. The payback or the return on investment is evaluated over a fifteen (15) year period. The evaluation compares the fixture cost, estimated operational savings (efficiency), plus the applied rate of both lighting systems to determine the potential savings. If approved the department would have been eligible to receive a credit of $100 per fixture on average toward the cost of purchasing the more efficient system (LED in this situation).
Following some discussion the BOC agreed that the department continue with the LED street light replacement process through attrition (normal wear and tear). Any bulk purchase of replacement fixtures would be approved at the discretion of the BOC until materials costs become more economical.
2. Request for proposals (RFPs) is being solicited to replace the existing forklift truck and there appears to be much interest from dealers in the region due to the proposals already received. The department recommendation will be presented to the BOC at the next regularly scheduled meeting on Tuesday, February 16, 2016.
3. The executive summary of the electric distribution Arc-Flash Report (final) was discussed by the BOC. In general the current level of Personal Protective Equipment (PPE) and Flame Resistant (FR) clothing that employees wear is rated about 19 calories per square centimeter which has an equivalent hazard risk category level of between 2 (8 calorie rated) and 3 (25 calorie rated). According to the report “department employees can work anywhere outside of a radius of 42 inches with a 8 calories rated PPE”.
Commissioner Ross asked what the next step would be in regard to advising the employees of what they need to wear and when.
Superintendent Considine stated that the department needs to develop a policy with regard to compliance with the applicable standards.
4. The BOC was advised that a credit of $5.84/ 1,000 kWh will be depicted on customers February statement in accordance with the NHPUC RGGI program rules.
GENERAL/ OTHER BUSINESS:
The BOC reviewed and discussed a flier that a member of the River District Committee presented the department for review and requested that the department place the flier in with the monthly statement to LWL customers in February 2016. The fliers contained information relative to the River District Infrastructure and Community Sidewalk Bond that is being placed before Littleton voters at town meeting in warrant article (no. 3) on the ballot.
Following some discussion the BOC agreed that the flier was not appropriate for inclusion with a LWL statement and did not authorize the requested action.
